Union Finance Minister Nirmala Sitharaman presented the Budget 2026-27 on Sunday. No special package was announced for Bihar in this, but there are many announcements which will benefit the state in the long run. Markets will be developed along the banks of river Ganga, high speed corridor will be built.

If we look at the announcements made in the budget speech, the state has been given many important benefits through infrastructure, Ganga-based economy, development of cities, rural employment and share to the states. Overall, there is a provision to give Rs 1 lakh 62 thousand 142 crore. Out of these, Rs 1 lakh 51 thousand 831 crore will be received as share of central taxes.

1- Goods transportation through Ganga corridor, business will increase.
Announcements related to inland waterways, freight corridors and logistics reforms have been made in the budget. These will impact Bihar. Due to cheap transportation through river Ganga, the cost of transportation of agricultural products, cement, coal and construction materials will reduce.
Goods from Bihar can be transported to Kolkata port through river Ganga. This will make it easier to export. Possibilities of setting up industries in Bihar will increase. The business network of the state will be strengthened.
What is the benefit: Bihar’s industrialization will get a boost due to the arrangement of goods transportation through river Ganga. Export of state products will increase. There will be economic prosperity.
2- Inland Water Way, Ship Repair Ecosystem in Patna
In the budget, under the promotion of Ganga waterway, it has been announced to establish ship repair ecosystem for inland water way in Patna. This step will strengthen freight, passenger transportation and logistics through Ganga.
Currently, repair and maintenance facilities for inland shipping are limited, which increases costs. With the creation of this ecosystem in Patna, repair of ships, spare parts, technical service and supply chain will develop.
What is the benefit: Districts on the banks of Ganga like Patna, Bhojpur, Begusarai, Munger and Bhagalpur will directly benefit from this. Industrial activity will increase at the local level.
3. Varanasi-Siliguri High-Speed Rail Corridor
7 high-speed rail corridors have been announced in the budget, which includes the Varanasi-Siliguri route. This route will pass through Bihar. Lakhs of people from districts like Buxar, Arrah, Patna, Kishanganj etc. use this route for employment, business and education.
What is the benefit: The people of Bihar will get fast connectivity to the North-Eastern states. Lakhs of people from the state go to Assam and other states of North East for employment. At the same time, the time taken to reach Varanasi will also reduce.
4. 8 cities of Bihar will develop
The budget has announced to develop Tier-2 and Tier-3 cities as CER (City Economic Region). 8 cities of Bihar including Patna, Muzaffarpur, Gaya fall in this category.
Each CER will be provided assistance up to Rs 5,000 crore in 5 years. This model is based on creating clusters of employment and investment by connecting cities with the surrounding rural areas.
What is the benefit: Cities like Patna, Gaya, Bhagalpur and Muzaffarpur of Bihar will be under the scope of this scheme. Housing, transport, industrial area and service sector will get a boost here. People of the state will get work only in their nearby city. There will be no need to go to other states for employment.
5. Provision to give Rs 1.62 lakh crore to Bihar
Implementing the recommendations of the 16th Finance Commission, the Central Government has retained the provision of giving 41% of the tax to the states. In the financial year 2026-27, Bihar has been given Rs 1.51 lakh crore from the amount collected as tax by the Central Government. There is a provision to give a total of Rs 1.62 lakh crore.
What is the benefit: This is very important for a low revenue state like Bihar. Bihar government is dependent on help from the Center to run its big schemes. With the help of the Centre, the state government will be able to meet basic needs like education, health, roads and rural development.
6. Direct funds to Panchayat and municipal bodies
In the budget, a provision has been made to provide direct funds to Panchayats, Municipal Bodies and disaster management under Finance Commission Grants.
What is the benefit: Panchayats and municipal bodies of Bihar will get money directly from the central government. This will be spent to meet local needs like water supply, cleanliness, roads, street lights and drainage. Development works will be done from this fund.
7. Growth fund of Rs 10,000 crore for MSME
A growth fund of Rs 10,000 crore has been announced in the budget to strengthen the MSME sector. Also, an effort has been made to ensure timely payment to small industries by making TReDS platform mandatory.
What is the benefit: The number of small industries is high in Tier-2 and Tier-3 cities of Bihar. They will get help from the Growth Fund. Entrepreneurs will get money at low interest to expand their business. This will increase employment opportunities. Migration will reduce.

8. Emphasis on rural employment and skilling
Rural employment, skill development and professional support models have been promoted in the budget. Models like corporate mitra will provide professional services in tier-2 and tier-3 cities.
What is the benefit: More than three-fourth of the population of Bihar lives in villages. Due to increase in employment opportunities in villages, youth will get work near their homes. They will not have to go out in search of work. The situation in the village will improve. Youth will get good jobs through skill development.
9. Not a big package for Bihar, but permanent support
Bihar did not get any immediate big package in the budget, but benefits have been given through infrastructure, tax share, urban-rural funding and employment schemes.
What is the benefit: This budget for Bihar is more based on structure than announcements. Its effect may be visible in the coming years. These will help in setting up industries in the state and expanding the already running industries. The economic condition of the state will be fine. Poverty will reduce.
Bihar was disappointed in the budget: NK Choudhary
Senior economist NK Choudhary says, ‘Bihar has faced only disappointment in this budget. Barring the ship repairing centre, there is nothing that is specifically for Bihar.
He said, ‘Bihar was expecting a special package, but this time it did not get that either. Bihar cannot join the category of developed state without the help of the Centre. Due to regional inequality, Bihar is continuously lagging behind developed states.
The budget is going to have far reaching impact at the national level
Bihar entrepreneur KPS Kesari said, ‘If seen only from Bihar’s point of view, there is nothing special in the budget. The budget is not Bihar specific. This is a budget with far reaching impact at the national level. The budget has focused on how to increase competitiveness and productivity in the manufacturing sector to global level. Along with this, solutions have also been made on how to improve the skills of every sector.
Dr Aviral Pandey of Patna University said, ‘The budget focuses on long-term economic capacity building and structural reforms. The focus is on creating employment generating mechanisms rather than direct employment schemes. Schemes like Credit Guarantee and Corporate Mitra have been introduced for MSMEs. This will increase the productivity of the MSME sector.
